Review of the FNS04 Financial Services Training Package version 2.0 will be undertaken in two key stages.
Stage 1 is to be completed
by May 2009 and involves the scoping of the Training Package through
research, analysis, and the development and distribution of a
discussion paper related to the outcomes of the scoping activity.
The purpose of Stage 1 is to:
- evaluate whether the endorsed components of the Training Package
meet current and anticipated future vocational training and skills
recognition needs;
- identify any barriers or gaps affecting the full implementation of
the Training Package including considering implementation in a range of
workplaces and institutional settings, and
- develop a detailed report with recommendations on the redevelopment of a revised Financial Services Training Package.
Consultation
with stakeholders from industry, government, regulators and training
providers has been held in the ACT, Victoria, Queensland, New South
Wales, Tasmania, Western Australia and South Australia. Further
consultations will continue in January and February across various
states and territories.
Feedback and discussions have queried the training package
structure, the core units of competency, required knowledge for units
of competency and how to address language, literacy and numeracy (LLN)
skills that underpin competency, legislation and compliance
requirements.
Andre Lewis will also be performing a technical analysis of the
FNS04 components against training package handbook criteria and a
review of the current training and assessment resources in common use
by RTOs. At the end of the consultation, research and analysis process
a draft report on the findings and recommendations for review
activities will be submitted to the National Project Reference Group
(NPRG) in Sydney on 18 February 2009. Once accepted by the NPRG and
IBSA, this report will form the basis for changes to FNS04.
Stage 2 of the project will
involve the redevelopment and improvement of existing units and
qualifications, as well as the development of new units, skill sets and
qualifications - if applicable - to meet the future needs of those
working in the Financial Services sector across a diverse range of
small, medium and large enterprises. Consultation and validation of the
development work will help to inform priorities for development and
redevelopment. This stage of the project will commence following
acceptance of the recommendations received through Stage 1 of the project.
The FNS04 Financial Services Training Package was endorsed in
November 2004 by the National Training Quality Council, replacing an
earlier version of the Training Package which was endorsed in 1999. An
updated version of the Training Package was released in May 2007 which:
- removed Key Competencies and inserted Employability Skills;
- added specialisations for the Insurance Services nomenclature;
- added new qualifications in Bookkeeping and Workers Compensation, and
- included skill sets for Superannuation Trustees.
