The Training Package, which contains the newly revised Certificate IV in Training and Assessment, the newly developed Graduate programs in Language, Literacy and Numeracy and the relocated qualifications from Business Services, has three principle outcomes:

  • to reflect the current review of the Certificate IV in Training and Assessment
  • to endorse the newly developed graduate programs in Language, Literacy and Numeracy
  • to bring together other qualifications currently in the Business Services Training Package that more appropriately reside in a training package focused on development for VET professionals.

Status of the revised Certificate IV in Training and Assessment in relation to current qualifications

One issue of particular interest has been the status of the revised Certificate IV in Training and Assessment in relation to the current Certificate IV (TAA40104). IBSA’s position is that these qualifications are equivalent in broad content and outcomes; no one currently delivering the Certificate IV in Training and Assessment will encounter anything materially different in delivering the new qualification. Some rearrangements have occurred and some refocusing, particularly around assessment, have been made. A detailed analysis can be found in the Transition Guide available on the IBSA website. 

IBSA have been working closely with the NQC secretariat and it has been indicated that a paper will be put to NQC alongside the submission for endorsement, to recognise the equivalence for the purposes of AQTF conformance.

At the present time, AQTF indicates that BSZ98 is equivalent to TAA40104 Certificate IV in Training and Assessment for the purposes of conformance with AQTF requirements. We understand that this situation will remain unchanged moving forward. 

IBSA will be publishing a unit mapping guide between the revised Certificate IV and the current qualification (TAA40104) within the Training Package, as is normal practice, to aid in RPL where individual RTOs or individuals feel that attainment of the new qualification is desirable.

The Diploma of Training and Assessment TAA50104

At the January meeting IBSA and the states and territory representatives discussed the proposed move of the Diploma of Training and Assessment (TAA50104) from the TAA04 training package to the new Training and Education Training Package. It was decided that in light of the disruption and administration for RTOs associated with recoding units and qualifications, for what will be a short time period until the Diploma has been reviewed, that the TAA04 training package, with the Diploma as the only qualification, will be retained. In the interim the two training packages will be represented as being associated training packages. It is anticipated that the revised Diploma will be endorsed late in 2010 at which stage it will appear in the Training and Education Training Package.

Training and Assessment for Sustainability in TAE10

IBSA has taken the decision to release the sustainability unit developed as an elective for the Diploma in Training and Assessment ‘TAESUS501A Analyse and apply sustainability skills to learning programs’ as an orphan unit in the Training and Education Training Package (TAE10). This decision has been made to make the unit available as soon as possible and to support the Sustainable Skills Skill Set contained in the training package.

While the unit will not be attached to a qualification within the Training and Education Training Package until the review of the Diploma has been completed, it will be available for use within the Skill Set or for importation into other qualifications once Training and Education is endorsed.

Development of PD resources for the Training and Assessment for Sustainability

IBSA has been commissioned by DEEWR to develop resources to support professional development for the sustainability unit in the Training and Education Training Package ‘TAESUS501A Analyse and apply sustainability skills to learning programs’. This material is specifically intended to underpin a professional development program for current VET professionals. The material will also be converted to e-learning materials that will be possible to upload onto user platforms.
