Update - February 9th 2011
The ICA11 Information and Communications Technology Training Package is currently undergoing editing and equity. The progress of the training package from here involves:
- Quality Assurance
- Distribute the case for endorsement to the State and Territory Authorities for their acceptance.
- Submit the accepted Training Package to the National Quality Council for endorsement. Endorsement by the NQC involves 3 weeks.
- After endorsement the training package is forwarded for migration to the NTIS website. The Training Package will also be available on IBSA’s Review & Feedback Register.

Stage 2 of the review of the ICA05 Information and Communications Technology Training Package is well underway.
Given the volume of work to be undertaken during Stage 2, 16 subprojects have been created to address specific areas identified as part of the Stage 1 Scoping Review Final Report and are being run simultaneously.

Recent meetings were held with the Expert Advisory Panel (EAP) and National Project Reference Group (NPRG) to workshop the proposed changes to the first draft (strawman model) of the Training Package and TAFE NSW have been working closely with the Industry Training Authority Bodies as well as the industry stakeholders to arrange the first national validation workshops of the strawman model.

Project Update
Stage 2 of the update of the Information and Communications Technology Training Package has commenced and involves the development of the ICA10 Training Package based on the recommendations contained within the Stage 1 Scoping Review Final Report and TAFE NSW Industry Skills Unit Ultimo has been commissioned to undertake this work.
TAFE NSW Industry Skills Unit Ultimo will initially create a first draft of the Training Package which will then be validated on a national level with a range of stakeholders from industry (including small business) who contributed to the project during Stage 1, Registered Training Organisations (RTOs), State/Territory Training Authorities, State and Territory Industry Advisory Bodies and Peak Bodies. A range of methods will be utilised, including face-to-face, website (where appropriate), telephone interviews or any other methods that are suitable for engaging with a broad cross-section of industry stakeholders.

The National Project Reference Group (NPRG) members from Stage 1 will continue their involvement onto Stage 2 however the NPRG will be expanded to ensure greater representation of key industry participants. An Expert Advisory Panel (EAP) will also be formed for the duration of the project which will provide technical feedback on the draft materials developed during the review, act as conduits to other stakeholders for industry engagement and ensure the content changes in specialist technical areas are valid.

Recently a scoping review was undertaken which identified and developed a range of recommendations regarding the changes required for the ICA05 Information and Communication Technology Training Package v3.0.
IBSA is pleased to advise that the National Project Reference Group (NPRG) has accepted the Final Report that was completed for Stage 1 of the ICA05 scoping review. Please click here to access the ICA05 Scoping Review Final Report.
Stage 2 of the review will involve the development of the ICA10 Training Package based on these recommendations and further information in relation to this work will be provided shortly. In addition, Independent reviews commissioned by IBSA have recently been completed in relation to Digital Games Development (Game Art, Animation and Programming) the recommendations of which will also be incorporated into the development of the ICA10 Training Package. Project Update
The scoping review of the ICA05 Information and Communications Technology Training Package v3.0 is nearing completion with the information obtained via face to face/phone interviews as well as workshops held throughout the States and Territories now in the process of validation by those consulted during Stage 1.
The strong response from industry and peak bodies clearly and consistently identified the changes required to provide a flexible and relevant Training Package for the IT industry as well as highlighting a number of systemic issues that need to be addressed as part of the Stage 2 development stage.

Working Futures is currently compiling a final report detailing the recommendations and actions required to develop the ICA10 Training Package that will be submitted to IBSA by 18 December 2009. An IT competency framework has also been developed which aligns the proposed Training Package to international IT professional capabilities and supports the proposed changes to qualification pathways and career streams for ICA10.
With a number of critical drivers such as the National Broadband Network impacting the IT industry and users of technology, IBSA is working towards providing, by July 2010, an endorsed and responsive IT Training Package that will enable implementation for 2011.

As part of IBSA’s continuous improvement plan, a scoping review of the ICA05 Information and Communication Technology Training Package v3.0 is currently being undertaken. The purpose of the review is to report how the scope of the ICA05 Training Package can be revised so that:
- Endorsed components of the (updated) Training Package meet current and anticipated future vocational training and skills recognition needs
- The design of qualifications and pathways minimise the use of pre-requisites and provide flexibility
- ICT sustainability and convergence issues are addressed in qualifications.
The Institute for Working Futures will undertake the scoping review and the consultation process will incorporate site visits, online survey responses and telephone interviews conducted during October and November 2009. As a result of engagement with the State / Territory Training Authorities & Industry Training Advisory Bodies (where available), workshops have been organised where requested, with telephone interviews and individual meetings to be conducted with industry stakeholders in the remaining areas to ensure national coverage.
