IBSA’S Enterprise Innovation Summit
IBSA, in consultation with the Business Council of Australia, the Australian Industry Group, the Australian Council of Trades Unions, the Australian Chamber of Commerce and Industry, the Department for Innovation, Industry, Science and Research and the Department for Education, Employment and Workplace Relations, held an invitation-only Enterprise Innovation Summit for 60 participants on 22 June 2009 at Parliament House Canberra.
Mr John Vines, Chair of IBSA, led the Summit.
The summit was officially opened by The Hon Dr Craig Emerson MP, Minister for Competition Policy and Consumer Affairs; Minister for Small Business, Independent Contractors and the Service Economy; Minister Assisting the Finance Minister on Deregulation.
The Hon Richard Marles MP, Parliamentary Secretary for Innovation and Industry addressed the summit and emphasized the critical relationship between innovation and enterprise and national productivity.
The Summit explored ideas, problems and solutions with leaders of enterprise as well as key tertiary sector leaders and industry associations. The starting premise was that there is already a compelling case for greater engagement in enterprise innovation to increase national productivity, prosperity and social well-being.
The Summit focused on international and domestic responses to enterprise leadership development to create a culture of innovation in workplaces which enables greater productivity. Its purpose was to contribute to the development of a new agenda to improve the leadership and management of Australian enterprises and the skills of our workforce more broadly to increase Australia’s capacity and capability..
The Society for Knowledge Economics (SKE) was commissioned by IBSA to write a brief background paper entitled Enterprise Innovation for participants outlining the current state of enterprise Innovation in Australia. The paper sets out some perspectives on innovation and the ways in which leadership, culture and management within organisations contribute to innovation and productivity.

The summit proposed a number of practical steps to foster innovation and invest in the policies and practices that will generate the next round of productivity gains, including investigating mechanisms for developing and providing resources that can be disseminated to organisations wishing to improve their skills in innovation, identifying methods for developing workplace leadership capabilities and employee engagement for innovation and collaboration, and promotion of a greater understanding of the relationship between entrepreneurship, innovation and risk.
The participants agreed that innovation is at the heart of national productivity gains and is an ongoing process and that more research into the roles of government, business leaders and services providers should be promoted.

IBSA-Industry Activities
IBSA continues to be engaged in stakeholder activities across the six industry sectors, actively participating in consultations and stakeholder events to maintain networks and ensure positive and knowledgeable interactions. The following highlights some of the major industry activities:
- Training Packages - IBSA has held meetings, consultations and workshops around the country in relation to Training Package projects across the six industry sectors.
- Stakeholder Advisory Committee (SAC) Meetings have been held for each of the six IBSA sectors, and National Project Reference Group Meetings have been held for the Review of the TAA Certificate IV; ICT02 v3.0 Update project; Financial Services FNS04 scoping review project.
- The CEO was invited to Chair the Skills Victoria Training Awards for the Vocational Student of the Year. The Awards dinner will be held on 20 August 2009.
- The CEO was invited to participate on the Australian Human Resources Institute accreditation committee.

IBSA’s Environment Scan 2010 – your skills and workforce development needs understood
IBSA’s environment scan (Escan) is undertaken annually and gathers industry advice on the skills and workforce development needs of businesses in IBSA’s six industry sectors.
Planning for Escan 2010 is now underway; many businesses and other IBSA stakeholders provided critical advice for earlier Escans and we look forward to working with you again through the remainder of this year.

IBSA and Advisory Body Network Conference
The inaugural IBSA and State/Territory Advisory Body national conference was held in Melbourne on Friday 15 May, and commenced with a networking dinner on Thursday evening.
The conference aimed to further develop the national network partnership and individual relationships to support and drive the agenda of IBSA’s industries within the national training system. Highlights from the day included:
- IBSA’s update on key current work and the 2009/2010 continuous improvement plan
- Clarifying the role of Advisory Bodies and IBSA’s Environment Scan10
- Workforce development strategies and action plans including the training needs analysis tool
- Industry sector discussion on shared and individual challenges, opportunities and expectations
- Further development of our national partnership and communication strategies
One of the day’s sessions included a professional development exercise on lateral thinking with the challenge of “how to suck great ideas out of your head.”
The Advisory Body network is a key stakeholder group not only for IBSA, but the government, states & territories and industry. We look forward to continued positive and meaningful collaboration across Australia in the interests of IBSA’s industries.

The iAwards are Australia's leading ICT industry awards. Each year, the Australian Information Industry Association (AIIA) holds the iAwards in its capacity as the Australian member of the Asia-Pacific ICT Alliance Awards (APICTA).
The 2009 iAwards recognised innovation excellence across a range of categories including communication, e-government, e-health, e-inclusions and e-community, e-logistics and supply chain, financial industry application, industrial application, media and entertainment, research and development and sustainability and green IT.
The State finalists of all categories came together on Wednesday 27 May in Melbourne for the 2009 Gala Dinner and iAwards Ceremony, held at the Crown Palladium.
IBSA proudly sponsored the inaugural Sustainability and Green IT iAward. This award was presented for the first time in 2009 to recognise outstanding technology innovation that delivers improved environmental outcomes and included applications of software and/or hardware addressing sustainability issues such as recycling, power consumption and applications of IT to undertake any activity in a more sustainable manner. The awards were judged on 5 criteria; uniqueness, marketability, functionalities/features, quality/application of technology and application.

Tradeslot Pty Ltd is a high-end technology firm based in Melbourne. All development is funded privately and performed onshore by a small team of market experts, business analysts and web developers.
Tradeslot’s carbon management software, CarbonNavigator, supports the whole life-cycle from emission measurement and reduction opportunities to forecasting the financial impact on the organisation and preparing for carbon permit auctions.
CarbonNavigator targets organisations that are subject to carbon regulation and/or have voluntary strategies in place to manage their emissions. CarbonNavigator can be packaged as either a hosted, web-based product (software-as-a-service) or as a local installation.
Tradeslots know-how in setting up allocation mechanisms has gained them a role as an Advisor on the Emissions Trading Scheme Panel of the Department of Climate Change. The National Print Awards celebrate excellence in the craft of printing in Australia and recognise the special efforts of printers by awarding their best work. IBSA was proud to be a sponsor of the Small Business Printing Award, and would like to congratulate Peachy Print, who took out the gold medal for their ’Double Love Knot’ piece. The Awards were held on Friday May 30 at Crown Palladium ballroom, and attended by over 800 industry representatives.
The Awards coincided with PacPrint 2009, Australasia's world-class trade exhibition for the printing and graphic technologies industry. IBSA hosted an Industry Breakfast for 30 key industry representatives with presentations by IBSA Board Members Philip Andersen and Steve Walsh, IBSA Industry Manager Eddie Hardman, and Peter Canavan from Australian Industry Group.

New Industry assistance for Indigenous employment and retention
From 1 July 2009 the reformed Indigenous Employment Program (IEP) will provide employers in Industry groups across Australia with a greater range of services to recruit, train and retain Indigenous employees.
A new simplified contracting arrangement means that employers will find it easier to access assistance offered under the reformed IEP.
The new program can offer employers tailored packages of assistance, wage subsidies and several pre-designed packages to assist them to provide more job opportunities for Indigenous Australians.
Assistance and support may be available to:
- provide on the job training and up skilling for potential and current Indigenous employees
- provide traineeships, cadetships and apprenticeships
- contribute to the costs of employment through a wage subsidy
- conduct training and work familiarisation courses for current and potential Indigenous employees
- provide accredited language, literacy and numeracy training
- provide mentoring support and career guidance to Indigenous employees
- assist Indigenous students to undertake tertiary qualifications

Training Package Continuous Improvement Plan 2009-2010
IBSA’s Training Package Continuous Improvement Plan 2009/2010 outlines projects, client support services and stakeholder engagement covering all six industry sectors and the 11 Training Packages under IBSA’s coverage. IBSA’s Board has agreed priorities and funding for 2009/2010 and these decisions are reflected in the Training Package Continuous Improvement Plan 2009- 2010. Fresh Thinking about Skills for Small and Micro Businesses
IBSA has produced a resource to assist small and micro businesses in identifying organisations that provide learning opportunities and support to small and micro businesses. A resource has also been developed for Registered Training Organisations and others working with small and micro businesses to encourage a more proactive approach to skill development.
These resources are freely available on the IBSA website www.ibsa.org.au and include:
- Register of Skills Development “Take charge of your business” provides details of RTOs and other organisations that provide learning opportunities and support to small and micro businesses.
- Engagement Strategy for Small & Micro Business outlines a method for segmenting the small business market and developing appropriate messages for different markets, as well as suggested mechanisms for getting the message to the target groups.
- A series of promotional postcards, designed to appeal to different small and micro business market segments, have been developed and included as part of the Engagement Strategy for Small and Micro Business. The postcards can be customised by RTOs and other organisations.
The resources are based around a four stage approach:
- Skilling those who work with small and micro businesses
- Developing messages that are relevant to particular groups of small and micro business operators to engage them in learning and skill development.
- Creating a central repository of information about learning opportunities and other support services for small and micro businesses.
- Building relationships with individuals and organisations that can assist in connecting with small and micro business operators and promoting the message about skill development.

CUS09 Music Training Package
The long awaited Music training package has now been submitted to the National Quality Council for endorsement which is expected in early August 2009.
CUS09 Music Training Package is due to be launched on 20th of August during the AustralAsian Music Business Conference in Sydney.
While industry coverage remains the same as the previous version, namely music business, music composition, music performance and sound production, the area of sound production has been expanded to encompass a broad range of industry production contexts – from live music concerts and stage productions to sound recording, mixing and editing in the screen, media and interactive games industries.

Performing Arts: New Dance units and qualifications
Expressions of interest are currently being sought for the development of units of competency and qualifications in dance. This project has been identified as a priority by IBSA’s Cultural Sector Advisory Committee, and, given that performing arts cover all forms of live stage art, including dance, theatre, and music, it is proposed to have the ‘dance stream’ endorsed in a Performing Arts Training Package, after which the content from the CUE03 Entertainment Training Package will be transferred into it.

IBSA BSB07 version 2.0 Compliant Resources
IBSA is developing a suite of resources to support a range of qualifications in the BSB07 Training Package. The resources consist of Learner Guides with fully mapped and industry validated assessments and Facilitator Guides with a range of features to assist best practice learning and compliance against both the BSB07 Training Package and AQTF standards. The first units are now available.
The resources are being developed with the assistance of both Vocational Education Training experts and Industry Leaders to ensure currency, validity and quality are of the highest order. These resources will provide variations in Learner Guides and Assessments in order to cater for learners in a range of environments including:
- Classroom/Group-based learning
- Distance-based learning
- Workplace/On-the-job learning.
In addition to these variations the Learner Guides will be made available for RTOs to purchase in print form, electronic form or in IBSA’s new E-Learning form incorporating IBSA’s E-Learning platform or with ability to be integrated into any SCORM compliant Learning Management System.
All Learner Guides will be sold on a per student usage or licence basis. Unlicenced reproduction is not allowed under the copyright conditions.
IBSA has developed comprehensive Facilitator Guides to accompany every unit. The guides include:
- Specific advice on the unit and subject matter
- Session plans
- Presentations
- Advice for distance-based delivery
- Assessment advice
- Assessment plans
- Assessment mapping
- Additional supporting documentation.
All Facilitator Guides are developed for licence to RTOs and use within that RTO for all staff. The Facilitator Guides are developed using IBSA’s Continuous Improvement approach ensuring that all progressive changes to the Facilitators Guide are included in the original purchase price.

New TAA04 Learner Guides – now available
IBSA has undertaken a comprehensive revision of the TAA04 resources to bring them up to date and ensure they provide excellent guidance for RTOs implementing the TAA40104 Certificate IV in Training & Assessment and/or associated Skills Sets.

Hanging out - Messing about - Geeking out: How young people engage with technology
How do young people engage with technology? How could effective linkages be created to meet the needs of younger learners with potential to become entrants into technology-related industries that include information technology (IT), telecommunications, broadcasting, multimedia, printing and graphic design? How do these linkages affect the design of Training Packages? What does that mean for young people? And ultimately, how does it affect the retention of young people - particularly 14 to 19 year olds and Years 11 and 12 students - into learning and careers pathways that are addressed by ICT-related Training Packages?
These are the questions posed and answered in IBSA’s investigative report for the NQC/COAG into how to make the packaging and design of Training Packages more flexible. The report looks at how to identify and test possible new approaches to packaging and design of existing "technology-based" Training Packages under Innovation and Business Skills Australia’s (IBSA) management.
Implications from the investigation:
- the impact on relevance of current content and resulting pedagogy given emerging technologies, particularly Web 2.0 technologies, and the behaviours of young people who increasingly use them in every aspect of their lives.
- ICT-related occupations emerging, evolving, and merging across occupational industry boundaries to reshape the requirements for employment and possible career pathways.
- ICT increasingly underpinning all aspects of work, life and areas of education to the extent that teaching young people to just use technology ignores the social and personal context within which the learning experience needs to be positioned.
- Pressures on schools to keep pace with change and to resource not only relevant learning and associated infrastructure, but the professional development of the teachers required to make applied ICT learning meaningful and engaging.

Review of Legal Services Qualifications in BSB07
Robyn Alexander of Alexander Toohey Pty Ltd has been engaged by IBSA to review the legal services qualifications in BSB07. The review involves scoping and revision of the BSB31007 Certificate III in Business Administration (Legal), BSB41207 Certificate IV in Legal Services and BSB51007 Diploma of Legal Services. National Project Reference Group members are: Tony Brandt (Wodonga TAFE), Mary Hockaday (DLA Phillips Fox), Lisa Meskin (IPA) and Martha Henderson (TAFE NSW).
Stage 1 of the project has been completed with a research and analysis of the scope and make-up of the legal industry presented in the Final Report. (For a copy of the discussion paper used in the Stage One national consultations please click here)
Stage 2 will continue with the review of existing legal qualifications and identify any gaps in the Training Package. The work may also entail the development of new units of competency within these qualifications and/or development of appropriate skill sets and/or new qualifications, including possible development of an Advanced Diploma of Legal Services. IBSA has set up an online community Discussion Board for this stage of the project at http://mc2.vicnet.net.au/home/bsblegal/index.html.
It is expected that the outcomes of this work will result in a submission to the National Quality Council for the endorsement of an enhancement of the BSB07 Business Services Training Package in November 2009.

Printing and Graphic Arts Training Package Enhancement
Stage 1 of the ICP05 Printing and Graphic Arts Training Package Enhancement has now been completed. The Stage 1 report was signed off by the National Project Reference Group at its meeting on 22 June 2009.
The report provides an overview of the findings and recommendations to inform the next stage of the project, which will include enhancement s to ensure that the package is relevant and up-to-date with industry’s needs. Click here to view the Stage 1 Report.

Telecommunications Training Package Developments
The Australian Communications and Media Authority (ACMA) has been working with IBSA to develop several units of competency for inclusion in the ICT02 Telecommunications Training Package. These units reflect the needs of field and other staff with responsibilities in radio communications monitoring and audit activities.
The IBSA units are now available for review and comment and it is intended to seek their inclusion in ICT02 from the NQC in advance of the endorsement of the full Training Package (currently under review) by early 2010.
The draft units are:
- ICTTC174A Undertake radio communications signal monitoring
- ICTTC175A Operate and maintain radio communications technical instruments and field equipment
- ICTTC176A Undertake radio communications site audit
It is proposed that they be incorporated into the ICT40708 Certificate IV in Telecommunications Radio Communications qualification and potentially into other telecommunications qualifications as identified in the mainstream ICT02 review. This will result in possible changes to the Certificate IV in Telecommunications Radio Communications qualification. A draft is available at here.

Developing a Vocational Graduate Certificate and Vocational Graduate Diploma in Language, Literacy and Numeracy (LL&N)
Following two recent meetings of the National Project Reference Group established for this
project, IBSA is currently revising the two newly developed draft qualifications. The NPRG has renamed these qualifications as:
- Vocational Graduate Certificate of adult literacy and numeracy practice, and
- Vocational Graduate Diploma of language, literacy and numeracy leadership
The audience for these qualifications extends far beyond people working in TAFE Institutes and other formal RTO settings and encompasses those practitioners in the DEEWR funded WELL program, those delivering general education to adults in various settings, and other individuals concerned with adult literacy and numeracy.

Review of TAA40104 Certificate IV Training and Assessment
During May 2009 IBSA conducted ten national workshops as part of its consultations on proposed changes to the Certificate IV qualification in the TAA Training Package. Other elements of the consultations involved the receipt of written submissions to our consultation paper and a web discussion site.
In considering this substantial feedback, the National Project Reference Group has determined a model for the qualification, on which work is proceeding. Details about this model will shortly be posted on the IBSA website.

Manager 2020 Principles, Innovation Systems Qualifications and Frontline Management
Precision Consultancy and IBSA met with 30 organisations around Australia to obtain feedback on the skills required by Managers in the 21st century; the role of leaders across all sectors; how to best embed innovation and creativity into BSB07 Business Services Training Package and the structure and take up of the Certificate III and Certificate IV in Frontline Management.
All feedback received during the consultation, including written submissions and comments posted to the on-line discussion forum, were consolidated into three reports. These reports, which provide an overview of the findings and recommendations, were submitted to IBSA and the National Project Reference Group on 9 July 2009. The NPRG has supported the recommendations which will inform the next phase of the project, and the reports will shortly be available on the IBSA website.

Telecommunications Training Package v3.0
The ICT02 Telecommunications Training Package v3.0 Update, Enhance and Refresh - 2009 Project is being undertaken as part of IBSA’s continuous improvement strategy. The Telecommunications Training Package is the vehicle for the skill sets and competencies underpinning the skill and knowledge requirements in telecommunications, communications, broadband, fibre optics, wireless networks and digital environment as well as meeting the Australian Communications and Media Authority’s (ACMA) Cabling Provider Rules cabler registration regime.
Whilst the work is technically not defined as a review, it is anticipated that the changes will be significant and collectively will justify a code change to ICT09/10. With the ever increasing technology developments in all areas of telecommunications and communications, including software and hardware e.g. VoIP, Digital, Broadband, Wireless, Mobiles and Switching systems, it is expected that the changes to ICT02 will provide an innovative and futuristic Training Package that will continue to address current industry requirements as well as provide ‘learning pathways’ for changing and emerging technologies.
