As advised, the Productivity Commission asked IBSA to amend the Evidence Guide for TAEDEL401A Plan, Organise and Deliver Group-based Learning to require those seeking to demonstrate competence at Certificate IV level to prepare and deliver at least four (currently three) supervised training sessions. (Recommendation 10.7) IBSA also suggested that it take the opportunity to define what constitutes a ‘group’.
Informed by substantial feedback from stakeholders and VET practitioners, IBSA has decided that it needs to consider this issue more carefully prior to any changes being made to the unit.
IBSA was not persuaded that the benefits of requiring another session of training would justify the costs involved. At best they may be only of marginal benefit and there may be more effective ways of improving delivery of training.
There was also a strong negative response to the proposal to define ‘group’ as being at least 10 people.
In its analysis of the VET workforce, the Commission has identified a number of capability gaps, including the delivery of higher-level qualifications, information and communication technology skills, RPL and RCC. (Finding 9.2)
Consequently the Commission determined that:
- As a matter of priority, Innovation and Business Skills Australia (IBSA) should develop qualifications and Skill Sets so that the TAE10 Training and Education Training Package more completely covers the diversity of roles within the VET workforce, and reflects a full capability framework for the workforce. The Package should then form the basis for advice from IBSA to the sector on continuing professional development options that address capability gaps. (Recommendation 10.10)
IBSA intends to undertake consultations later this year in relation to this request. It believes that the issues raised by the TAEDEL401A discussion could be carried forward in that context.
