March 2011 Diploma of Vocational Education and Training Following the update provided in December, the draft units of competence and qualification structure have been made available for comment on the IBSA website. Comment received was supportive and constructive; however it was the view of the project reference group that it was insufficiently rigorous, for what are in many cases newly drafted units. As a consequence, IBSA commissioned specialist working specific groups in assessment and delivery, and a group already considering issues around articulation to HE, to provide detail critique on unit content. These meetings were convened with colleagues in Melbourne and Adelaide. Input provided by each of these groups has been taken into account and the draft units of competence and qualification structure amended. Specifically stakeholders should note that within the amended qualification structure, a language, literacy and numeracy unit currently packaged as an elective in the Certificate IV in Training and Assessment has been included. IBSA plan to indicate to NQC in the case for endorsement that it intends that this structure will apply for a period of 3 years, at which time the language, literacy and numeracy unit currently packaged as an elective in the Certificate IV in Training and Assessment will be moved to the core of that qualification. At that time, the current language, literacy and numeracy unit packaged as an elective for the Diploma of Vocational Education and Training will be moved into the core. |  |
Diploma of Training Design and Development
With this update feedback and comments on an additional Diploma of Training Design & Development are being canvassed. This qualification has been developed, based upon the existing pool of Diploma units with the inclusion of two newly defined units (“Evaluate a training program” and “Develop, implement and review recognition strategies”) identified as being required. These will as a matter of course be included into the elective pool for the Diploma of Vocational Education and Training. This qualification specification has been included at the specific request of the Australian Defence Force, however IBSA believe that it will have appeal to a much wider audience in both TAFE and private provider organisations, where specific training development expertise is a requirement. It is not intended to be an alternate for those wishing to develop experience levels in assessment and delivery activities.
Comments and feedback on draft units and qualifications
In considering this draft material, IBSA would encourage stakeholders to take account of the current position being taken in our submission to the Productivity Commission review of Vocational Education and Training Workforce. IBSA have recommended that specific consideration be given to making the Diploma of Vocational Education and Training a mandatory requirement to deliver the Certificate IV in Training and Assessment (note: specifically not the Diploma of Training Design & Development). While such recommendation does not mandate this requirement, we are confident that such recommendation will be viewed favourably and appropriate recommendations made to government in the final report of the commission.

This is the final draft of units of competence and qualification structures and following this period of consultation, formal endorsement will be sought from the National Quality Council or its successor. Comments are required to be submitted to IBSA by COB Monday 18 April 2011. The draft material for the revised Diploma of Training and Education formed the basis of discussions at a series of focus group sessions IBSA held with stakeholders during November and December in Adelaide, Melbourne, Sydney, Brisbane and Albury to inform the review.
The initial draft material for the revised Diploma of Training and Education had also earlier been considered by the NPRG (National Project Reference Group). The NPRG decided that a draft qualification and 5 to 6 core units would be developed as the basis of the revised qualification.
All of the draft material, a summary of the proposed Diploma and a rationale for the approach taken in the development of material to date was available for public comment until the end of January 2011.

Following the creation of the TAE10 Training Package, IBSA has commenced reviewing the Diploma in Training and Education.
