Self-assessment tool for Certificate IV in Training and Assessment (TAE40110) released

IBSA has made available a free self-assessment tool for VET practitioners wishing to develop confidence in their capacity to meet the ‘demonstrate equivalent competency’ test of the new NQC policy for AQTF trainer and assessor competencies , due to be implemented from June 2012. This tool will also obviously satisfy the same ‘demonstrate equivalent competency’ requirements for those wishing to assess units from the new Certificate IV in Training and Assessment (TAE40110).

To remind colleagues, this new policy outlines:The NQC policy on the training and assessment competencies to be held by trainers and assessors under the AQTF Standard 1.4(a), as agreed by the NQC on 17 June 2010, is shown below. Providers have until 17 June 2012 to be fully compliant against the new policy.
Trainers must:
(i) hold the TAE40110 Certificate IV in Training and Assessment from the TAE10 Training and Education Training Package
or
(ii) be able to demonstrate equivalent competencies to the TAE40110 Certificate IV in Training and Assessment from the TAE10 Training and Education Training Package
or
(iii) work under the direct supervision of a person who has the competencies specified in (i) or (ii) above
and 
be able to demonstrate vocational competencies at least to the level of those being delivered.

The term ‘demonstrate equivalent competency’ has not been widely explored in documentation, however the NQC guidance* outlines the following:
“Vocational competency is defined as broad industry knowledge and experience, usually combined with a relevant industry qualification. A person who has vocational competency will be familiar with the content of the vocation and will have relevant current experience in the industry”.

The Training and Education Training Package provides further guidance for practitioners in the assessment guidance section of the package which outlines:
Maintaining currency
An important aspect of maintaining competence in training and assessment is the currency of competence. TAE10 assessors have a responsibility to maintain currency in all areas of their own vocational competence in training and/or assessment practice. This includes continuing currency in assessing against TAE10 Training and Education Training Package competency standards. This means that TAE assessors should be able to provide evidence of their ongoing TAE training and/or assessment practice.

Currency also includes maintaining professional knowledge about the VET sector, particularly developments relating to the VET operating environment and changes in training and assessment policies and practices.

Good practice in maintaining currency
All persons conducting assessments against the competency standards in TAE10 Training and Education Training Package should:
demonstrate current skills and knowledge in assessment practice, which could be met by a combination of evidence, including:

  • relevant work history

  • attendance at professional development activities focusing on best practice in assessment and/or workplace training

  • colleague/peer support and participation in trainer/assessor and/or professional networks

  • participation in networks and communities of practice

  • participation in moderation and validation activities

  • knowledge of current practices in assessment and workplace training

  • recent assessment and workplace training activities

  • knowledge of language, literacy and numeracy issues in the context of assessment and workplace training

VET practitioners who have continued to practice as trainers and assessors and maintained currency in line with the training package guidelines should have no difficulty, using this free tool, in satisfying their employers and auditors of their conformance with the ‘demonstrate equivalent competency’ test outlined in the new NQC policy for AQTF trainer and assessor competencies.
