New!! Business Services BSB07 Version 3

With the endorsement by the National Quality Council of the units and qualifications in Legal Services, (BSB31007 Certificate III in Business Administration (Legal), BSB41207 Certificate IV in Legal Services and BSB51007 Diploma of Legal Services) there is now a revised Business Services Training Package – BSB07 Version 3. These are the first endorsed IBSA qualifications that incorporate the new NQC flexibility rules for Training Packages. The revised BSB07 Version 3 Training Package incorporating the new qualifications and ISC upgrades will shortly be available on NTIS and the IBSA website.

IBSA’s Jobseeker and Learners Careers resource launched

IBSA is pleased to announce the launch of the new Job Seekers & Learners section of the IBSA website. The resource allows users to access information on over 450 occupations that relate to IBSA Training Packages. Included in each occupation page are two helpful sections – Job Related Resources and Useful Links which provide links to other websites that assist with exploration of additional occupation information, such as; Fact Sheets, Vodcasts, Industry Peak Bodies, Professional Membership Organisations and Businesses.

IBSA Professional Development Workshops - 2010 Program Schedule

CUS09 Music Training Package Workshops

The workshop will provide participants with the opportunity to gain an overview of the process for reviewing CUS01; the new CUS09 in relation to CUS01; the structure of and rationale for qualifications, and the continuous improvement process. This will be followed by an interactive session which allows participants to discuss:

  • training and assessment strategies
  • the process for contextualising imported units
  • sample assessment tools.

Comprehensive learning and assessment resources for TAA, BSB Business and FNS Financial Services

IBSA is delighted to announce the scheduled release of a number of new training resources to accompany our current range of resources. Click here to download the release schedule. Coupled with our current resources the new release will cover the minimum requirements of 29 qualifications across the BSB, TAA and FNS Training Packages. IBSA continues to be engaged in stakeholder activities across the six industry sectors, actively participating in national consultations, conferences and stakeholder events to maintain networks and ensure positive and knowledgeable interactions. Overview of Stakeholder activities

  • The IBSA Board, with chairs of the Sector Advisory Committees and senior staff, held its annual strategic planning day. Discussions focused on the changing VET environment including the requirements mandated by COAG and the VET Products for the 21st Century. IBSA will continue to position itself as a key advisor to Government and Industry through its stakeholder engagement to improve Australia’s productivity through activities to provide an excellent understanding of the environment for its six industry sectors; undertake continuous improvement of its 11 Training Packages; carry out applied research and develop innovative tools to support enterprise managers /leaders in workforce development, and produce and distribute teaching and learning support materials and resources
  • The ISCs have taken an active role in the Government agenda for the new workforce and training initiatives. IBSA, with the other ISCs has participated in ISC workshops held in Canberra on 1 and 2 February 2010, the National Quality Council’s 2010 Planning Session on 4 February, and the ISC Chairs and CEOs meeting with DEEWR and Skills Australia on 18 and 19 February 2010
  • The IBSA Chair participated in the Indigenous Employment Forum at Parliament House on 24 February 2010
  • IBSA’s resources development is progressing at a rapid pace and a growing number of TAFEs and private RTOs are now using the learning and support materials for Business Services and TAA Training Package delivery.

Minister's Awards for Excellence is now open!

The Minister’s Awards for Excellence (MAE) is an annual event that recognises and rewards organisations and individuals who make an outstanding contribution towards the training of Australian Apprentices.

The application round for the 2010 Minister’s Awards for Excellence for Employers of Australian Apprentices category is now open and closes 26 March 2010. IBSA’s Environment Scan 2010 now available

IBSA’s environment scan (Escan) gathers annual industry advice on the skills and workforce development needs of businesses in IBSA’s six industry sectors. Following validation by the Sector Advisory Committees and approval by the IBSA Board, Escan 2010 was submitted to the Department of Education, Employment and Workplace Relations at the end of February. Escan 2010 is a detailed, evidence-driven report, which presents qualitative and quantitative analysis of skills in demand data and information.

Escan 2010 identified:

  • skills and workforce development priorities for IBSA’s six industry sectors
  • priorities for Training Package continuous improvement activities, and
  • apparent and emerging skills issues at the sector and cross sectoral levels.

Enterprise Based Productivity Places Program (EBPPP)

IBSA has submitted a number of funding applications on behalf of enterprises across our industry sectors to the Department of Education, Employment and Workplace Relations (DEEWR) under the EBPPP funding to support industry upskilling of existing workers. Following an enthusiastic industry response, DEEWR advised in early February that the program is fully subscribed. IBSA will advise enterprises on the progress of their submissions and via the website if and when DEEWR considers further submissions.

Developing Innovation Skills – A guide for trainers and assessors

To assist trainers to embed innovation skills development into their training methodology, IBSA has developed a Facilitator Guide for trainers in the Vocational Education and Training (VET) system. Financial Services

The final report for the Financial Services applied research project is now available on the IBSA website. The research focuses on the insurance and financial planning sectors and provides a better understanding of training outside publicly-funded financial services training, particularly that undertaken by or on behalf of key financial services industry associations and professional associations. Lean Skills in the Office

The report on Lean Skills across all the IBSA Training Packages is now available on the IBSA website. Lean has been successfully implemented in manufacturing industries for the last 25 years, but only recently have organisations begun using Lean office as a business operating philosophy and key productivity factor, to streamline and eliminate waste from administrative processes, improve quality and achieve bottom line savings. Management and leadership practices in Australia

The research focuses on the lessons from the Karpin research into leadership and management capabilities of Australian managers, with the additional perspectives of the growing importance of Corporate Social Responsibility, Productivity and the Australian Cultural Imprint for Leadership report. The report will signal areas of change needed in the current suite of management and leadership qualifications. IBSA will be engaging a consultant to undertake the research and a working party has been established representing key areas in Leadership and Development across a range of industry sectors. IBSA Workforce Capability Tool development

With support from DEEWR’s Workforce Innovation Program, IBSA has commenced a new project to convert the paper-based IBSA Workforce Capability Tool to an online tool. IBSA is partnering with AHRI in this important project that provides an additional useful tool to guide organisations toward workforce development options for building innovation capability. A National Project Reference Group will provide the project with valuable input and ideas for enterprises wishing to participate in the trialling of the online tool. Fostering Enterprise Innovation

Following IBSA’s Enterprise Innovation Summit in 2009, it was agreed that IBSA would undertake further research to provide enterprises with more information on the key factors that influence innovation in the workplace and the roles of government, business leaders and service providers. In addition it was agreed that the research would identify strategies which support effective collaboration for innovation and investigate mechanisms for developing and providing resources for organisations, including the enhancement of networking and mentoring opportunities. IBSA has engaged Callan Consulting Group to undertake the research which will be completed by the end of April 2010.

Printing and Graphic Arts

The Printing and Graphic Arts Training Package project objective is to selectively add qualifications and units of competency in digital printing to overcome a gap and to re-align the qualifications, revise the current assessment guidelines and create pathways within the Printing Training Package. It is currently with the State and Territory Authorities prior to submission to the NQC for endorsement.

Training and Education

The Training and Education Training Package was under development for the better part of 2009 and submission to the National Quality Council for endorsement is anticipated for April. The project has three principal outcomes: to reflect the current review of the Certificate IV in Training and Assessment, to endorse the newly developed graduate programs in Language, Literacy and Numeracy, and to bring together other qualifications currently in the Business Services Training Package, that more appropriately reside in a training package focused on development for VET professionals.

Diploma in Training and Assessment

IBSA has developed a discussion paper as the basis for a review of the Diploma of Training and Assessment (TAA50104). This paper will soon be placed on our website and we shall invite responses to the questions and proposals included in it. IBSA also intends to conduct face to face consultations, especially with VET practitioners engaged in the delivery and assessment of the Diploma. Updates will be provided in subsequent newsletters and on the IBSA website.

Integrated Telecommunications Training Package

The Integrated Telecommunications Training Package is currently with the State and Territory Authorities prior to submission to the NQC. It has been updated, enhanced and refreshed to reflect current industry requirements and ensure that it remains technically relevant for future innovations and emerging skill needs. Changes include units of competency, qualifications, skill sets and a school-based program.

Financial Services Training Package Review

The review of the Financial Services Training Package is progressing on track. Draft Qualifications have been progressively uploaded on the IBSA website for validation and Financial Planning, Accounting and Bookkeeping have been completed. Validation workshops have taken place nationally and all draft materials are available on the IBSA wiki. The draft units and qualifications were put together in partnership with Expert Working Groups for the sub sectors of the Financial Services Industry, the National TAFE Accounting Network and other key industry stakeholders. The reviewed Training Package is due to be submitted to the National Quality Council for endorsement by the end of May 2010.

Live Performance Training Package

The working title for this new Training Package project has been broadened to encompass both dance performance and the technical support required for performing arts. A discussion paper has been developed based on national consultation and feedback is being sought through an interactive online discussion forum and face-to-face meetings with stakeholders.

Business Services Training Package: Innovation, Manager 2020 and Sales, Marketing and Advertising

Consultations have commenced to review the existing suite of marketing, advertising and sales qualifications, incorporation of Manager 2020 Principles in relevant units of competency in IBSA Training Packages, development of at least two new units of competency at AQF 5 level for managing diversity and managing internationally, validate the skill set Managing for Innovation and develop a skill set/skill sets in supervision and management for incorporation in the Business Services Training Package.

Visual Arts Craft and Design

A Discussion Paper on the new and updated national qualifications in Visual Arts Craft and Design is now available for feedback. This paper will inform the first consultation phase of the project which runs up to the end of March 2010. In summary, the paper:

  • briefly discusses some of the broader issues and challenges for the project
  • sets a brief context for each proposed new qualification and provides an outline qualification for discussion.
  • provides a context for the ‘fitness for purpose’ review of the existing Training Package with some key questions for users of the existing units and qualifications.

Sustainability and Green Skills

In line with the Government imperative to implement its Green Skills Agreement, IBSA has undertaken an audit of its 11 Training Packages to identify the gaps and areas where sustainability skills may need to be incorporated or new units developed. IBSA is undertaking work to ensure that all qualifications will have green skills identified and embedded.

Business Governance Qualifications – Indigenous focus

IBSA, through Swinburne University, is undertaking a review of the Indigenous Business Governance Qualifications at the Certificate IV and Diploma levels. Consultations with stakeholders have been completed and a draft report has been presented to the National Project Reference Group.
