IBSA Members’ Annual General Meeting

Congratulations to Christopher Warren, Federal Secretary Media, Entertainment and Arts Alliance (MEAA) who was elected as a Board Director by the Members at the Annual General Meeting held on 6 October 2009.

The Members also endorsed the re-election of current Directors, Angela Jolic and Paul Byrne, and noted the Peak Industry Organisations - ACTU, ACCI and AiG - nominations of their sitting Directors, Keith Harvey, Philip Andersen and Brian Kerwood respectively.

The IBSA 2008-09 Annual Report, Financials and Directors’ Report were received and approved.

Music Training Package endorsed and launched

The revised CUS09 Music Training Package was launched at the 9th AustralAsian Music Business Conference on 20 August 2009 by well-known music industry figure, Michael Smellie, former global COO for Sony/BMG, Asia Pacific head of BMG, MD of Polygram and rooArt records in Australia.

IBSA hosted a launch lunch for conference delegates, positioning the Training Package with the music industry and bringing educators and training partners into a real-world training environment.

IBSA’s Environment Scan 2010 – your skills and workforce development needs understood

IBSA’s environment scan (Escan) gathers industry advice on the skills and workforce development needs of businesses in IBSA’s six industry sectors annually. The Escan 2010 National Project Committee held its first of three meetings on 22 September 2009. The Committee is chaired by Board Director Angela Jolic and includes three industry representatives from IBSA’s Sector Advisory Committees, the State and Territory Advisory network and industry associations. The Escan industry consultation forums were conducted in the week of 05-09 October and the industry Escan survey will take place in the last three weeks of October 2009.

IBSA Professional Development Workshops for Trainers and Assessors –survey report

A recent Professional Development Workshops Survey was sent to all IBSA database contacts attracting an overwhelming response.

With strong support for and satisfaction with IBSA’s national professional development workshops, IBSA was keen to hear more details from its stakeholders about what they might want.

The Professional Development Workshops Survey covered areas including preferred workshop delivery mode and duration, and provided the opportunity for respondents to express interest in topics specified by IBSA, as well as to offer suggestions and make general comments.

IBSA would like to sincerely thank all those who took the time to complete the survey.

The survey responses have been taken into account in planning further workshops in 2009 and 2010. More details will be available on the website shortly.

Sector Advisory Committee Meetings

IBSA’s Sector Advisory Committees (SACs) meet twice yearly in face to face meetings in order to provide strategic input and industry advice at appropriate points in the IBSA Board’s business planning cycle. New members have joined the industry committees and provided valuable contributions to the ongoing discussions, particularly around the environment scan. On 4 September, the Cultural SAC was held in Melbourne and on 18 September a teleconference was held with the financial Services SAC to discuss the FNS04 Stage 2 Review and Escan 2010.

IBSA has revived the wiki site trialled in 2008 for TAA practitioners. IBSA Wiki provides training practitioners with opportunities for professional development through online discussion and collaboration.

National Dance Qualifications: National Performing Arts Training Package

Verve – Knowledge and Skills, the industry training advisory body for the arts, culture, sport and recreation industries in Victoria - has been awarded the contract to undertake the development of dance qualifications and skill sets for inclusion in a Performing Arts Training Package. This project is now underway with the first meeting of the National Project Reference Group scheduled for 21 October.

Visual Arts, Craft and Design

IBSA has just commenced a project to develop higher level qualifications in Visual Arts, Crafts and Design for inclusion in CUV03. The project will explore the option of incorporating accredited or newly developed qualifications from States/Territories into specialised national visual arts, craft and design qualifications. The higher level qualifications are to ensure a range of pathway/electives in two key areas that include:

  • art-form skills development
  • professional practice requirements

In particular, the focus will be on issues that have a high value in the visual arts craft and design sectors:

  • higher level technical and conceptual skills
  • the need to support articulation into higher education

IBSA BSB07 version 2.0 compliant resources

IBSA is developing a suite of resources to support a range of qualifications in the BSB07 Training Package. The resources consist of Learner Guides with fully mapped and industry validated assessments and Facilitator Guides with a range of features to assist best practice learning and compliance against both the BSB07 Training Package and AQTF standards.

TAA04 Learner Guides – now available

IBSA has undertaken a comprehensive revision of the TAA04 resources to bring them up to date and ensure they provide excellent guidance for RTOs implementing the TAA40104 Certificate IV in Training & Assessment and/or associated Skills Sets.

Printing and Graphic Arts Training Package Enhancement

The research and analysis stage of the Printing and Graphics Arts Training Package Enhancement was undertaken on behalf of Innovation and Business Skills Australia (IBSA) by the Electrotechnology, Printing, Information and Communication Industry Training Board in Victoria (EPICITB).

The report provides an overview of the findings and the recommendations to inform Stage 2 which includes the enhancement of the package to ensure that it is relevant and up-to-date with industry’s needs. It is anticipated that a submission will be made to the National Quality Council for the endorsement of an enhanced ICP05 Printing and Graphic Arts Training Package in November 2009.

Review of TAA40104 Certificate IV Training and Assessment

The proposed changes to the qualification design recognise that the Certificate IV TAA qualification is required to meet a number of needs in the VET sector. VET professionals /practitioners in TAFE Institutes, professionals /practitioners in private RTOs and trainers and assessors working in various industry workplaces.

Development of new Training Package – Training and Education (TED10)

IBSA intends to produce a new Training Package (TED10), to replace the current TAA04 Training Package. The new Training Package would incorporate the newly revised TAA40104 Certificate IV qualification. This proposal has been canvassed with various audiences over the past few months and has received a supportive response.

Manager 2020 Principles, Innovation Systems Qualifications and Frontline Management

The Innovation Systems, Manager 2020 and the Frontline Management project has recently been completed by IBSA. One of the key outcomes of this project is the development of a facilitator guide designed for trainers in the Vocational Education and Training (VET) system. As trainers from all industry sectors play an important role in fostering innovation and creativity, the Guide aims to assist them to embed innovation skills development into their training methodology. The guide will be available on the IBSA website in December 2009.

Telecommunications Training Package v3.0 update

The project to update, enhance and refresh the ICT02 Telecommunications Training Package v3.0 has completed two rounds of workshops throughout the States and Territories. Participants at workshops have provided excellent support and input into the shaping of the revised qualifications and competencies.

Update of ICA05 Information and Communications Technology Training Package v3.0

As part of IBSA’s continuous improvement plan, a scoping review of the ICA05 Information and Communication Technology Training Package v3.0 is currently being undertaken. The purpose of the review is to report how the scope of the ICA05 Training Package can be revised so that:

  1. Endorsed components of the (updated) Training Package meet current and anticipated vocational training and skills recognition needs
  2. The design of qualifications and pathways minimise the use of pre-requisites and provide flexibility
  3. ICT sustainability and convergence issues are addressed in qualifications.

The Institute for Working Futures will undertake the scoping review which will include national consultations with stakeholders from industry as well as RTOs, State/Territory Training Authorities, State and Territory Industry Advisory Boards and peak bodies. Consultations will occur in October and November 2009. As part of the consultation and validation process, visits to five enterprises will also be undertaken.

ISC Upgrades for CUL04 v 2.1 and CUF07 v 1.1

The Museum, Library/Information Services (CUL04) Training Package has recently undergone an ISC upgrade from Version 2.0 to Version 2.1. Likewise, the Screen and Media Training Package (CUF07) has gone from Version 1. 0 to Version 1.1.

Mapping exercise between BSB07 and AIPM Project Management Standards

IBSA has completed a scoping report to identify commonalities and gaps across the BSB07 project management standards and the new AIPM Professional Competency Standards for Project Management.
