Core Roles
To fulfil its mandate, IBSA performs the following four core roles:
Industry leadership and influence
IBSA draws on its widespread industry networks and its research capability
and market intelligence to:
- Develop national industry competency standards to
drive VET delivery and outcomes;
- Influence government policies and funding priorities;
- Inform enterprise investment decisions in training
and skills development; and
- Inform choices by individuals on career and education and training
options.
IBSA also collaborates with other ISCs to provide collective industry
leadership and advice on skills needs.

Product
development and dissemination
IBSA brings together providers and users of
training and uses its research and market intelligence to:
- Develop and continuously improve nationally
recognised competency standards, qualifications and learning resources; and
- Identify emerging skills gaps and market opportunities to build a creative
and innovative workforce.
IBSA uses rigorous consultation and national and international benchmarking
to ensure that its products are leading edge and are of the highest
quality. It ensures that they are consistent with relevant occupational
licensing requirements to streamline regulation.
IBSA develops and assists in the implementation of an Integrated Skills and
Qualifications Framework to rationalise existing competency standards and
qualifications to remove duplication, create more flexible pathways within and
across industries and support flexible responses to new needs.
IBSA also introduces innovative,
responsive and cost-efficient processes for the marketing and dissemination of
its products and for copyright management, and enters into partnerships with
other organisations to help achieve these objectives.

Services and
solutions
IBSA works with enterprises and Registered Training Organisations to develop
innovative solutions to business needs in national and international markets.
IBSA helps to build the capability and professionalism of vocational education
and training practitioners and those working in related roles in enterprises.
IBSA works with other ISCs to ensure that its cross industry competency
standards can be effectively applied.
IBSA makes available and disseminates its research and market intelligence to
assist Registered Training Organisations with workforce and resource
planning.

Stakeholder and client
engagement
IBSA continues to build strong relationships with the major
stakeholders in the national VET system, in particular the Australian and State
Governments, industry associations, unions, state industry training advisory
bodies, occupational and industry licensing bodies, professional associations
and other organisations to ensure that its roles in industry leadership and
influence, and product development and dissemination, are effectively
performed.
IBSA partners with Registered Training Organisations, state
industry training advisory bodies, industry associations, enterprises and unions
and other organisations to assist them in meeting client, members and students’
needs.
IBSA works with other Industry Skills Councils to build the
collective brand and capability of ISCs.
Diversity and
inclusiveness
In fulfilling these roles IBSA
ensures that IBSA products, services and advice result in more inclusive
practices so that the barriers people face in VET participation and outcomes are
addressed, workforce participation and productivity are increased and the
diversity of the Australian workforce is improved.
Effective
governance
IBSA performs these
roles through effective governance, sound financial management, effective
delivery of contractual requirements and increased revenue from commercial
activities for reinvestment in core roles. Annual project and other priorities
and budgets are set, and performance monitored, through IBSA’s annual Business
Plan.
