Between1984-2008 he was Chief Executive of the Association of Professional Engineers, Scientists and Managers, Australia (APESMA). Through various government committees, John Vines has contributed significantly to national policy development around professional education and leadership skills training. A civil engineer, Vines has an economics degree and an MBA. He is a member of the Minimum Wages Panel, Fair Work Australia, Chairman of Austbrokers Countrywide Financial Services Group, a Director of the Innovation Xchange and of Carroll and Richardson, and Chief Adviser, Vocational Education and Training, Baotou Municipal Government, China. He is a Fellow of the Australian Institute of Company Directors. He has been a member of a number of Government Boards and Inquiries including a member of the Australian Science, Technology and Engineering Council (1991–1997), a member of the Prime Minister’s Science, Engineering and Innovation Council (1990–1997) and Deputy Chair of the Australian Government’s Industry Task Force on Leadership and Management Skills (1993–1995). He was also a member of the Victorian Premier’s Knowledge and Innovation Science and Engineering Council (2000–2003). John is an officer of the Order of Australia for his contribution to development of the skills of engineers and scientists, and for his contribution on a number of government science and technology bodies. In 2003 he was also awarded a Centenary of Federation Medal. | | Linda Evans, IBSA Deputy Chair | Linda Evans is the Professional Development Executive of the National Insurance Brokers Association. She joined NIBA in 1991. In her role, Linda Evans oversees the ongoing development of NIBA's Qualified Practising Insurance Broker system of professional broking standards in Australia, New Zealand and Singapore. She heads the team at the NIBA College of Insurance & Risk Professionals. Linda has an honours degree in education, a Graduate Diploma in Marketing and a Master of Business. She is a member of the NIBA Education and Convention Committees. | | Paul Byrne OAM | | Former CEO of Australian National Training Authority, Paul Byrne was formerly a member of the TAFE Tasmania Board and the Tasmanian Qualifications Authority. He is currently a director of the TAFE Development Centre in addition to being an IBSA board director. Paul was awarded the Order of Australia medal in 2008 which recognised his career in the vocational education and training sector. Paul has been closely involved with the vocational education and training (VET) sector through VET consultancy, teaching and administrative roles. Paul began his career as an electronics engineer, followed by TAFE teaching and administration, then had leading roles in the TAFE teachers’ union prior to joining ANTA. Paul Byrne filled the role of Interim CEO at IBSA for nearly three months during 2008. | | Peter Costantini | Peter Costantini has extensive executive leadership experience in the private and not-for-profit sectors. He has enjoyed success working with industry groups and enterprises undertaking strategic business reviews, market research, policy development, planning and business development. He has worked with many industry groups and enterprises in formulating skills strategies encompassing employment, education, training and skilled migration. Peter is the CEO of the SAS Group - a specialist government and business relations firm, and is director of TACTIC Consulting Services and the Queensland Overseas Foundation Inc. He was previously a General Manager with the Queensland Chamber of Commerce and Industry, responsible for employment, education and training policy and service delivery; including Queensland Apprenticeship Services. He was a member for 10 years of the Australian Chamber of Commerce and Industry Ministerial Advisory Committee on Education and Training. Peter Costantini is the Chair of the IBSA Finance, Audit and Risk Management Committee. He holds a Master of Business Administration, a Bachelor of Business (Marketing), and is a member of the Australian Institute of Company Directors. | | Peter Dwyer | Peter Dwyer is a highly experienced Senior Human Resources executive and consultant with over 30 years of strategic and operational leadership experience in complex and multi-site manufacturing operations. He was for many years a senior executive of global packaging leader AMCOR. His career includes senior management positions with a number of blue chip companies. He was recently appointed to the Minimum Wage Panel of Fair Work Australia and he has provided visible leadership and commitment through his active engagement on a number of education and training committees, councils and boards. He has effectively engaged with employer and employee organisations and senior Vocational Education and Training management to develop and implement numerous VET initiatives. Peter is a strong advocate of the VET system and has actively represented industry and industry bodies on VET Boards, Councils and Committees including the National Printing Industry Training Council, Chair of the Victorian Printing Industry Training Board, Chair of the Curriculum Board of the Office of Training and Further Education (Victoria) and as a member of the Standards and Curriculum Council of the Australian National Training Authority. Firmly committed to skills development through the VET system and training packages, Peter looks forward to continuing to engage his extensive network of industry leaders throughout Australia to better understand, appreciate and support IBSA strategic imperatives. | | Keith Harvey | Keith Harvey is the Australian Council of Trade Unions nominee on the IBSA Board. He is a National Industrial Officer for the Australian Services Union (ASU) and has worked in the union movement for 35 years. He has had a long involvement with training policy development and implementation and the reform of vocational education and training dating back to 1991. Keith has a BA as well as a Certificate IV in Assessment and Workplace Training. He is also a member of the Board of Business Services Victoria and a director of Aspire Training and Consulting. | | Angela Jolic | Angela Jolic was formerly employed by the Finance Sector Union of Australia as National Employment Projects Co-ordinator responsible for tracking employment trends in the finance industry, developing employment and training policies and developing services that assist finance sector employees with career development issues. She is currently employed as Program Manager, Financial Services Industry Capabilities Economic Projects at the Victorian Department of Industry, Innovation & Regional Development. Angela Jolic has been active in encouraging finance sector employees to add to their qualifications to improve their employability. Angela was formerly a Director of Business Skills Victoria and manager of the online FSU Finance Careers Centre. She co-authored The Finance Sector Workforce Report. She holds a Master of Business. | | Brian Kerwood | Brian Kerwood is the Australian Industries Group nominee on the IBSA Board. He is National Director of the AiGroup’s Training Services. He formerly held the position of National Manager at the Australian Chamber of Manufacturers, and previously was the General Manager of REPCO Training Services. He has held the position of Chairman of Workplace Trainers & Assessors and was Director and Deputy Chairman of Business Services Training Australia, and Engineering Skills Training Board [VIC]. He is a member of the COAG Overseas Skills Recognition Working Group and member of the Joint Central Trades Committee. | | Jenny Lambert | Currently the Director – Employment, Education & Training at ACCI, Jenny has been serving the business community for 26 years as a senior manager within industry associations, including 17 years as a CEO of associations largely in the services sector. Commencing with the Australian Hotels Association as their Industrial & Research Officer in 1984, Jenny then served as Project Manager at Tourism’s Industry Training Advisory Board in the early 1990s, working on projects relating to workplace reform, workplace assessment, competency standards, training accreditation and quality assurance. Jenny took on her first CEO role as head of Restaurant & Catering NSW, and then jointly took on the national CEO role until 1999. Then followed six years as CEO of Meetings & Events Australia, overseeing amongst other activities, a structured professional development and accreditation system. In 2005, she became CEO of Nursery & Garden Industry Australia and in 2007, CEO of the National Tourism Alliance, which is the peak body for tourism associations nationally. | | John Maddock | John Maddock is the Chief Executive Officer of Box Hill Institute. He has more than 30 years of experience in the education sector. He became CEO of Box Hill Institute in 1999 after serving for six years as Deputy Director. Prior to that, he worked for four years as director of Gordon Institute of TAFE. John has wide experience in vocational education and training (VET) across areas of responsibility such as a strategic and business planning; business development; marketing and public relations; information services; international education; VET program delivery; development of flexible delivery modes; entrepreneurial and commercial activities; VET research; quality and customer service initiatives; and financial management. John’s interests include community involvement in sports administration and Rotary. He is a board member at Basketball Australia and FIBA Oceania Board. He is also a member of the Monash Faculty of Education Board, Deputy Chair of the Victorian Tertiary Admissions Centre and Member of the Board of Trustees for VTAC, Chair of Global Education Network. He is a member of Box Hill Enterprises Board and on the board of Box Hill Kuwait. | | Chris Warren | Christopher Warren is the Federal Secretary of the Media, Entertainment & Arts Alliance, the trade union and professional association for the people who inform and entertain Australia. He is a director of Media Super Ltd and the immediate past President of the International Federation of Journalists, the global voice of journalists, serving from 1998 to 2007.
